HD motor question

I am looking at some bikes from one manufacturer and 3 different sensor types are listed: 1) Torque 2) Cadence 3) Torque + Cadence. I asked and there is no way on #3 to choose either one of the other, it is both of them together. Can someone help me understand this?

I have a set of Mozo forks....I know nothing about forks. I suppose these ones are basically springs with some oil around them. Is it possible to add a lockout to such a fork or do I go fork shopping? I am in Canada, what is my best bet for keeping the price down when switching out the forks...
