Laws governing this vary. In my location, any pedestrian in a crosswalk has the right of way. This includes places where crosswalks cross bike lanes. Since I never know what the laws are in the numerous places I ride, I always yield to anyone in a crosswalk. YMMV.

I remember back in the 1950's when NJ. removed all the traffic circles due to the high accident rate. Now, they are being built again. I guess the traffic engineers are too young to remember that. It must be calling them roundabouts, instead of circles, makes them safer.
