I agree with this 100% is this happening from a dead start or while you are riding remember that when you are set on 100/100 it is full assist on so when it recognizes the pedal cadence and adds 100% assist and then when you back off it releases the assist. I would try lowering the assist to 75...

Sorry to hear your having problems but please take bike to Specialized dealer to have them run a diagnostic on it good luck.

It's could be 2 things you either need a derailleur adjustment or a new chain or both, use chain measure tool, to see if your chain is stretch or not .05 to.07 is good any higher you need a new chain, and then check your derailleur up and down adjustment you have two screws on the derailleur one...
