Same rule on park trails where I ride. I just unplug it when I ride those trails which converts class 2 to class 1.

Fat tire to me just means a more comfortable ride. The roads where I live are at best just good. No bike lanes. Lots of cracks and potholes and shoulders that are 6" drops in places if a car should force you off. All those things are better navigated with a fat tire with say 20lbs of pressure...

All Ebikes are meant to be peddled. The best approach for exercise would be to use a low PAS. (pedal assist) and then raise it when tired. As far as ease of pedaling I think tires are more important than weight with thinner higher pressure being easier to pedal. On the other hand a fat tire...
