Generally if they have no bike rack, I don't spend my money there. My doctors clinic has a good bike rack. Some of those racks with only two or four bolts worry me a little. The rack at Target became loose, the nuts were creeping up and I could rock the rack back and forth. o_O

No, only when I charge it. My original Pedego battery is going on five years and still holds a 80-90% after three months of sitting.

I paid $3200 for my Pedego City Commuter (Electric Lady) in 2014, and I just paid $1040 for a new battery, plus $65 for her hot new set of balloons :D I'll by another new one when needed. :)

I've seen plenty of people pushing their bike with no seat on it. I don't have a high dollar post, but replaced the quick release with a bolt and lock nut. I've been doing this for many years with several bikes, and haven't had a seat stolen yet.

I detailed my black City Commuter with Sunlite Pro Polish this weekend. It really deep cleaned the paint, and gave it a nice glossy finish (makes your bike look pretty darn spiffy ;). It's easy to use, just spray it on, wait for a minute, then buff with a cloth. I do wash the abrasive dirt off...

I agree with Mike, does it have changeable batteries so you could have an extra when needed, do they have a one you could try? Otherwise go with gas, something with a turbo charger on it for the thick stuff.
