In my experience, yes. The dished washers in the caliper mounting bolt/washer sets and slightly over sized mounting holes allow adjustment in the X - Y directions as well as in what I believe pilots call roll. With this flexibility the brake pads can be adjusted to be parallel to their rotors...

I'm happy to get such a tax credit for my next n+1 purchase, but I'm not sure it will actually increase the number of ebikes that are regularly ridden. The supply chain/capacity issues that are limiting supply will not be magically over come with this bill.
