How did you come to this conclusion? I'd really like to research this and get to the source regulations/laws. If we're gonna make any changes, or propose them, I'd need to see the source but I'm having a time trying to find the actual language.

Think of a solar panel as a trickle charger. A slooow trickle charger. Unless you have panels the size of 2 barn doors, panels alone don't output much charge & it takes a long time. Any system, be it for the home, or travel, really has to involve some sort of battery which accepts that trickle...
