You didn`t mention your battery spec, could be pulling too many amps then the bms shutting down.
Maybe you could set the max amps to 20 or so to see how it goes (mines on 18). Re-reading it could be connections maybe?
Could possibly be a bad cell somewhere in the pack. I have a similar set-up and do notice a drop of a couple of bars going up a steep hill, but in no way should your motor cut out on a gradual incline. Could you get your hands on a replacement battery to try?
Had exactly the same problem with doing my conversion, the chain wouldn`t lift up onto the 34 cog. You need a longer chain, and get a good one while you`re at it!

17 miles sounds kinda low, is Assist 5 the highest on your 963 or can you go on up to 9?
though if you`ve climbed 2748 ft and averaged 24.7 mph then it can`t be bad for a 13aH battery.
The battery i ordered with the BBS02 from BTN China was supposed to be 48v 13aH, it arrived like this, 11.1v 5500mAH!! Apparently they have to sticker it like this to get past FedEx/TNT checks.
i have a downtube battery and it does the job ok up until a point,
However if it`s more than 11-13aH you need,
there`s only so many cells you can cram in there and if you want something with a bit more kick its a rear rack or frame bag option.

With a `dolphin` case you`ll be limited to what cells the case will hold and of course the aH of the battery, i reckon 12aH will be the most you can fit in there.
If i were doing my BBS02 750w conversion over again i`d spend the extra and go up to 20aH and get it into a triangle bag...
BTN have this new 800U display, i reckon it could be an option with their BBSHD kit?
They sent me a 965a with my BBS02 which doesn`t have Temp or Watts read-out.

Try to ride as upright as possible it takes the weight of those wrists etc, North Road handlebars, soft ergon grips, seat suspension post, front suspension forks, Gel seat, - they all help in the comfort department.
Think this is a feature of the standard bafang controller programming, i notice it on all PAS levels. If you read on Endless sphere its discussed there.
