I'm attaching a table which gives a rough idea of the relationship between voltage and capacity remaining of a 48V pack. This table would suggest that at 46.8V, you have about 50% remaining....note that this is a rough estimate only.

Did you try and charge it by bypassing the BMS entirely? You would have to open the pack to do that. If it works, charger is not the problem and BMS is likely culprit. Also check voltage of charger with a multimeter. I'm not aware of any reset function on a charger.

Something you might try. Set both Max Speed Under Throttle and Max Speed Under PAS both to 0. Yes zero! On my bike which has the smaller L7 display, it seems to unlock both - under throttle I can get to 42 Kph and in PAS 6 the same. Definitely not intuitive, but that's what it does. I doubt it...

Indeed very weird...there were also a few other weird things I saw. For example, if I set Max Speed under throttle to "0", I couldn't set Max Speed under PAS to all the available speeds - only up to 20Kph. Makes no sense at all. In any case, while it's interesting, I won't be using this option...

All I can say is that's how mine works. However, mine is an Amego Infinite+ (aka NCM Milano+), not a T720. I believe the motor (and maybe controller?) are different on the T720, so my experience may not be 100% relevant here.
