    I will try this when I can but I am almost positive that I can use S mode well below %40. Are you sure it was not because of thermal limit, it is conservative and S mode dials back to 3 when it hits the limit.

    Linklemming's formula is correct. You are taking the ratio in the wrong direction. In my post I have derived the formula in case you are interested. Your driver is your chainring and the cog on the wheel is driven.

    Definitely get a good stand, it is hard to do the adjustment without a stand. As has been suggested you have to loosen (turn counterclockwise) the the low limit screw. It is a similar problem. At this point you may do the adjustment from the beginning. You can follow this guide, it does a good job.
