    Why don't you hook up a volt meter to the plug where the headlight connection is and see if it fluctuates. Get the back wheel off the ground with the volt meter hooked up and run the throttle. Might be a ground problem...

    I am finding that as well. The people that couldn't hear my horn were oblivious to everything around them. Usually because of earbuds. My new horn when I receive it I will use from a further distance to not surprise anyone.
