I'm curious what you're gearing is. On my Himiway I run out of gear about 29 mph (7th gear). Been thinking of changing the front sprocket to a 52 tooth.

Those are considerably wider tires, you would need to measure the from forks and rear wheel area to see if they would clear.

I'm curious where was your bike shipped from and to what country?

The 52v controller should work just fine on your 48v bike. Just ask them if all the connectors and wiring layout are the same.

You might want to contact Bolton Ebikes in Calif. USA he mentioned they may be making a upgrade controller for the Himiway a while back. In any case the problem with using another controller is the voltage must match the battery, the connectors to all the systems need to match pin for pin.
