No, it must ship separately from the bike. It may even be a carrier limitation with the lithium ion battery.

I too now have a shipping label. My battery has also shipped and I should have it tomorrow. I plan to do an unboxing video for anyone interested in how things are packaged.

Why would the 2300W version impact top speed of the bike? It might make a difference on how quickly it gets to that speed, but the gearing is going to determine how fast it will go.

Personally I would not use a rack like that to transport an ebike let alone one with a carbon fiber frame. The bike will sway on that and I’d be very afraid of damaging it, especially for a 450 mile trip. I’d recommend renting or finding a friend you can borrow a rack from where the bike is...
