Bench testing the torque sensor is more trouble than it's worth IMO. Swap the controller, see if that does it - then swap the Torque sensor if you're still experiencing issues after the controller swap. Sounds like a controller issue to me TBH.

Look into Tektro Auriga - these also include brake cutoff sensors if you wish to retain that feature.

Sometimes these PAS sensors are just finicky out of the box - is it possible to get another one and swap it out? Unfortunately it's possible you got a dud.

Check the gap between the magnet disc and the sensor - if its intermittent it may be wobbly. Also double check the polarity of the magnets.

Rebuild the motor - you may find success in just a thorough dismantle and cleaning. We agree on the above mention of freehub body or freewheel being damaged as well, as well as Endless-Sphere as an excellent resource.
