That's nuts. I ended up making one myself and it cost maybe $20-$30 US if I remember right.. I think using 4mm neoprene... and it fit the bike well.

If you tap it just a little bit it'll keep the power low but it seems to quickly go up to full when you press it a little more. It's not super useful as a partial though because the travel distance of it to full is pretty small - that combined with bumps on the road make it hard to really hold...

I'm a little surprised these bikes put much strain on the chains. Since these are hub drive, they should only be strained by as much work as you are putting into pedaling. Unless you're really pushing, above and beyond what the assist wants to set the bike speed at, I wouldn't expect much wear...
