    Ok I got it... But it wasn't how I thought it would be. For some reason I thought you would just hold it and be able to tighten it.. well for this particular one I had to kind of apply force from the side on the gold colored cap for the the tension to be adjusted and then lock down. Anyways...

    I'm trying to tighten down, but the gold colored side spins freely and the clamp side never tightens down. So basically you slide the pin through, the silver mechanism locks into place but then it won't tighten down anymore and I can't hold it so that it tightens it down.
