I completely agree with these steps to test. I tried to strap a battery to my rack and had to turn around and go back home after 3 miles due to the wobble. I am also an Arkel fan and use a larger pannier for a battery and balance it out with a smaller arkel on the other side with some counter...

At minimum an ebike with a torque sensor. But I agree that a mid drive is the best in your situation.
